CRAN is recruiting a Radio Frequency (Rf) Specialist: Other Services (m/f), to be based in Windhoek, Namibia.
Description
- The RF Specialist: Other Services is responsible for radio frequency management and monitoring of the network quality, spectrum utilization and coverage of the licensees, as well as conducting frequency interference investigations. Further, to conduct maintenance of the CRAN monitoring sites in accordance with the Communications Act, regulations and service standard
Duties
- Spectrum Administration and Coordination:
- Maintains adequate and accurate record-keeping of all spectrum test gear and identify a need for new testing tools and make recommendations
- Analyses and reviews equipment installed in the monitoring spectrum and ensures that all equipment is fit for purpose
- Plans and conducts interference investigations and submits investigation report with recommendation to supervisor
- Monitors radio spectrum using spectrum monitoring tools and systems to ensure technical compliance with spectrum licence conditions and assignments, and reports and escalates non-compliance
- Identifies and escalates radio interference incidence for speedy investigations and remediation
- Coordinates and performs radio equipment site inspections, preventative maintenance and submits
reports with recommendations to ensure continues and efficient operation of the sites
- Keep the spectrum management system database up to date with all the relevant information required
for correct assignment and licensing
- Ensures compliance to the national radio frequency band plan
- Performs regular spectrum audits and monitors spectrum occupancy for the various operators and verifies their spectrum assignments; and
- Scrutinizes investigation reports and makes recommendations to improve technical compliance with regulations
- Stakeholder Collaboration:
- Attends to complaints by customers and licensees, explain license conditions and service quality expectations
- Escalates customer complaints that warrants investigations to the Regulatory and Legal Department
- Communicates with licensees on coverage and quality issues to ensure identification of user demands
and recommend resolutions
- Liaises with relevant international organizations and bodies with regard to frequency planning and management, notice submissions, modifications and withdrawals as required i.e. International Telecommunication Union (ITU), Africa Telecommunication Union (ATU) and others
- Liaises and engages the SADC Regulatory organizations to conduct cross border coordination on spectrum; and
- Engages and creates awareness amongst spectrum users with regard to CRAN licensing procedures and requirements
- General Administration and Coordination:
- Prepares and submits a bi-annual spectrum administration reports to supervisor;
- Assess other spectrum applications and assigns frequencies in accordance to the Band and Channelling Plan
- Liaises with service providers to obtain reports as required for spectrum management; and
- Keeps up to date with developments in area of expertise and spectrum development
Requisites
- A Bachelor Degree in Electronic Engineering or Telecommunications or any related Technical field
- Three (3) to Four (4) years’ experience within the Telecommunications, Broadcasting, or ICT industry
- Ability to identify and resolve spectrum challenges
- Practical knowledge of communications systems, testing and monitoring/field measuring equipment
- Relevant professional accreditation and registration will be an added advantage
- Valid Driver’s Licence, Code BE; and
- Shortlisted candidates will be required to submit proof of Namibian Police clearance
