Meatco is recruiting a Manager - Procurement Management Unit, to be based in Windhoek, Namibia.
Description
  • The incumbent will be responsible for providing oversight on all procurement activities, identifying potential bidders and ensuring compliance with provisions of the Public Procurement Act regulations, and best practice
  • To provide strategic direction in the development, implementation and maintenance of the organisation’s procurement strategy and policies, material’s management and tender adjudication procedures and processes to support Meatco’s objectives
Duties
  • Prepare an annual procurement plan for Meatco which will be carried out during the financial year
  • Monitor every stage of the procurement process and ensure delivery of procurement contracts is in accordance with the Act
  • Support the functioning of the procurement committee and provide secretarial services and technical input to the procurement committee Receipt and analysis of offers from bidders alongside the Review Panel
  • Monitor stages of the procurement process and ensure delivery of procurement contracts in accordance with the Act
  • Development and Issuance of the bidding documentation (Request for Information, Request for Proposal, Request for Quote)
  • Maintain all the company records related to the procurement activity (Board Submission Documents, Contracts, Contracts logs, etc.)
  • Report exceptions where business procurement activities are not followed e.g. splitting large payments into multiple small payments, Payment without Purchase Orders, etc
Requisites
  • Competency and Skill Requirements:
  • At least five (5) years’ working experience in Procurement or Supply Chain Management on a Senior Management Level
  • Master’s degree will be an added advantage
  • Experience in the manufacturing/production/FMCG sectors is essential
  • Experience in working with the Procurement Board of Namibia as well as Tenders within Public Enterprise will be an added advantage
  • Excellent Planning and organisation skills
