DBN is recruiting a Manager: Procurement, to be based in Windhoek, Namibia.
Description
- The role is responsible for managing the bank’s procurement operations, ensuring that goods and services are sourced in a cost-effective, timely, and in compliance with the Public Procurement Act
- The role involves developing and implementing procurement strategies and managing supplier relationships
- In addition, the role will further act as a strategic business partner, collaborating with other departments to drive value and support overall bank’s goals

Duties
- Strategic Management:
- Develop and implement procurement strategies aligned with the Bank’s goals and the provisions of the Public Procurement Act
- Compile and manage the development of Annual and Individual Procurement Plans with input from user departments; once approved, ensures the publishing of Annual Procurement Plan
- Monitor and report on key performance indicators (KPIs) related to procurement efficiency, cost savings, supplier performance, and user satisfaction
- Operational Management:
- Manage the implementation and administration of the bidding process, framework in line with the provisions of the Public Procurement Act
- Manages technical support to the Bid Evaluation Committee during bid evaluations to ensure compliance with the Public Procurement Act
- Monitors performance of contracted suppliers and make recommendations to business units
- Negotiate contracts with suppliers and get best pricing for bank’s activities
- Assess and manage risks associated with the supply chain, including supplier reliability and market fluctuations
- Manage SLAs with business units and conduct regular supplier performance reviews to minimize supplier risk
- Cost Management:
- Identify cost-saving opportunities through effective negotiation and strategic sourcing
- Implement and monitor procurement processes that minimize waste and reduce overall procurement costs
- People Management:
- Lead and coach the procurement team, fostering a culture of excellence and continuous improvement
- Set performance standards/ key performance indicators for the team and track daily and/or accordance with the annual performance reviews
Requisites
- An Honors degree in Procurement, Supply Chain, Logistics or Purchasing, or equivalent qualification (NQF level 8, from an NQA recognized tertiary institution)
- 7 years’ work experience in a procurement environment of which 4 years in a supervisory or senior position
- Certified from and/or registered with the Chartered Institute of Procurement and Supply Chain will be an added advantage

- A high level of decisiveness and resilience
- Interpersonal sensitivity and the ability to build strong work-related relationships
- Business acumen and strategic thinking ability
- The ability to motivate others, delegate, manage and control and to employ cultural intelligence
