DBN is recruiting a Manager: Human Capital and Organisational Development, to be based in Windhoek, Namibia.
Description
- Reporting to the Head: Human Capital and Operations Support, the Manager: Human Capital and Organizational Development is responsible for researching, designing, and implementing people programs and practices in alignment with the DBN Human Capital strategic plan and the desired culture of the bank
- The incumbent will oversee crucial aspects such as Workforce Planning, HR Systems, Change Management, Performance & Productivity Management, and will apply Organizational Development (OD) tools and techniques to facilitate interventions across diverse contexts, encompassing cultural change and enhancements in business operations effectiveness
Duties
- Strategic Implementation in Business Unit:
- Provide input to the departmental strategy and assist the Head: Human Capital and Operations Support in developing the HR tactical plan from the Bank’s Strategic Plan
- Review HR policies and procedures, draft guidelines for the implementation and ensure effective communication of changes
- Workforce Planning, Organizational Structures, Job Descriptions & Evaluation Function:
- Collaboratively design and deliver organizational structures aligned with DBN strategy in partnership with line managers and Heads of Departments
- Design and review job profiles
- Facilitate the job grading/ evaluation process for new and existing positions through the respective service provider
- Conduct monthly headcount reviews and submit reports to the Head of Human Capital & Operations
- Talent Attraction and Retention:
- Develop sustainable talent acquisition strategies and hiring practices
- Plan and conduct recruitment and selection processes
- Organise and coordinate the assessment of candidates by using tests or assessment tools appropriate for the vacancy
- Compile an integrated report of the interview and assessment process with the recommendation for appointment
- Review and recommend improvements of the Recruitment & Selection Policy and Procedure, staying abreast of the latest developments in the market and to improve the efficiency and effectiveness of the Recruitment and Selection Process
- Recommend measures for improving employee retention
- Manage the on-boarding process, including ensuring that new employees are provided with an onboarding program, relevant data are recorded regarding the onboarding on HC database; and ensuring that the onboarding process is understood and executed by managers
- Management of the Performance Management Function:
- Provide input for the enhancement of the performance management system, reflecting the desired high performance culture and the continuous/evolving needs of the Bank
- Conduct awareness sessions or interventions relating to the application of the performance management system. Monitor and evaluate the application effectiveness
- Oversee HR Services and General Duties:
- Develop and plan the health and wellness program, monitor and oversee the implementation thereof
- Proactively and effectively address the Health & Wellness needs of employees
- People Management & Leadership:
- Evaluate business unit functions and needs, aligning them with structure and workload demands
- Cultivate an environment that encourages continuous learning, skills enhancement, and professional development
- Effectively manage reporting team, driving high level of engagement and embedding a high-performance culture
Requisites
- Education, Experience and Skills:
- A Relevant Degree in HR or Industrial Psychology (NQF level 7)
- At least 5 / 6 years general HR experience, preferably in a recruitment environment Proven experience in Organizational Design, Workforce Planning & Profiling, Change Management and at least 2 years supervisory or management level experience
- Exceptional verbal and written communications skills
- Exceptional customer orientation or focus
- Well-developed interpersonal sensitivity and teamwork orientation
- Attention to detail and organising skills
- Proven supervisory skills
