ABT Associates is recruiting a LHSS Namibia - Consultant to Conduct Essential Health Services Package Scenario Analyses, in Windhoek, Namibia.
Description
- LHSS Namibia seeks a qualified consultant to estimate the budget impact of various scenarios for the implementation of EHSP based on the costing data and the list of services that have been prioritized and ranked for possible inclusion in the EHSP
- The Local Health Systems Sustainability (LHSS) project is USAID's flagship initiative in strengthening integrated health systems, with the goal of helping low- and middle-income countries move to sustainable, self-funded health systems to support universal health coverage
- Led by Abt Associates, this five-year, $209 million project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all, and improve the quality of health services
Duties
- Develop scenarios using current costs and estimated healthcare needs to forecast budget impact, financing requirements and affordability of the EHSP
- Model different options of services and service provision modalities for inclusion in the EHSP
- Technical Deliverables
- Files of scenarios/models calculating the budget impact and financing requirements of different options of services and service provision modalities for inclusion in the EHSP
- Detailed notes from the scenario and models analyses process
- Recommendations on the services to be included in the EHSP based on budget impact, financing requirements and affordability
- Period of Performance, expected Level of Effort (LOE), reporting
- Assumptions: This contract is dependent on the ability of government and development partner stakeholders to engage with the Activity, given any COVID-19-related restrictions and the ability of USAID to obtain concurrence from the Ministry of Health and Social Services to work with LHSS Namibia
- Reporting: The consultant will report to Claire Jones, Chief of Party for LHSS Namibia, and is expected to lead this work described above and be responsible for final deliverables
- Period of Performance: The consultant’s period of performance begins on April 10, 2023, and ends on June 30, 2023, for a total level of effort up to 25 days
Requisites
- Master's Degree (minimum) in Finance, Business Administration, Economics, Public Financial Management or other relevant field
- At least 8 years of relevant professional experience in health financing or health economics. Experience with benefits package design and prioritization a plus
- Demonstrated knowledge of the Namibian health sector required
- Strong attention to detail
- Proven track record of working effectively with government counterparts at various levels, ideally in Southern Africa. Experience in Namibia is preferred
- Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies

- Background:
- LHSS Namibia is currently supporting the Ministry of Health and Social Services to revise an essential health services package (EHSP)
- The EHSP includes the services that are to be provided at the various health facility levels in Namibia. In collaboration with key stakeholders, LHSS Namibia has defined the criteria that are to be used to prioritize the services for inclusion in the package
- We have also compiled a detailed list of health services that are currently provided in public health facilities, and the assumption is that most of these services would also be included in the EHSP
- The prioritization criteria have been applied to the health services that are not currently being provided in Namibia in order to prioritize and rank them for possible inclusion in the EHSP
- Additionally, LHSS Namibia is supporting the costing of an essential services package in Namibia
- We are conducting a costing analysis to inform the estimation of costs of the health and HIV services to improve universal access to an essential services package
- The results from the analysis will inform the benefit package cost estimates, which are an important input into determining the feasibility and budget impact of providing universal access to an essential services package
