GIZ is recruiting an Internal Control Officer (m/f), to be based in Windhoek, Namibia.
Duties
- Area of Responsibility:
- The incumbent is responsible for the following activities:
- The efficient execution of service requests related to the themes of his/her group
- The performance of tasks in accordance with the GIZ Guidelines and Rules
- The correct execution of services within the team in accordance with GIZ guidelines
- In addition, the incumbent has the following responsibilities:
- Responsibilities:
- Planning and effective implementation of internal control of projects and programmes
- The incumbent will:
- Develop an annual consensual internal control plan for all Projects and Programmes
- Carry out internal control missions independently, efficiently and in accordance with GIZ procedures and the new checklist
- Produce the resulting reports in time
- Ensure the optimal implementation of the recommendations resulting from the internal controls
- Report on significant anomalies and recommend corrective actions
- Evaluate the effectiveness of the internal control procedures in place and make suggestions for improvement
- Contribute to the updating of existing IC procedures
- Facilitate training on good practices in internal control
- Advise Project and Programme staff and their supervisor (Head of Finance and Administration) on all issues common to all groups and those related to his/her thematic area
- Organize the IC pool team members
- Advise the projects in all admin and finance related issues, findings in the IC
- Follow up on the cash management of projects and programmes
- The incumbent will:
- Engage with the AVs and Project Administrators to collect the expenditure planning
- Monitor the execution of expenditure at the level of each programme/project and give alerts in case of underperformance or over-spending
- Produce monthly reports on the level of cash management, recommend corrective actions where necessary
- Other duties:
- The incumbent undertakes other activities and tasks as instructed by his/her supervisor:
- Local Subsidy/Financing Agreements:
- Monitoring the actual payment plan of Local Subsidy Agreement and Financing Agreements (Monitoring Sheets)
- Correct filing of processed documents
- Ensure correctness of Information entered in SAP (Voucher Number, Clearing Obligos)
- Inform the projects about status of all of contracts (monthly report)
- Invoice checking:
- Invoice checking, be the deputy of the invoice checking
- Additional Tasks:
- Reports all problems with financial administration and compliance without delay
and keeps information confidential
- Is responsible for filing in accordance with GIZ rules
- Performs other duties and tasks at the request of management
- Preparation of the audits/revision of the office
Requisites
- Bachelor’s degree in accounting and auditing, bookkeeping, business finance or equivalent
- At least 5 years of professional experience in administrative and financial management (experience in GIZ is an added advantage)
- Solid basis in accounting and finance
- Good knowledge of IC procedures (exposure to GIZ IC procedures is an added advantage)
- Very good critical and forward-looking analytical skills
- Integrity and objectivity in work
- Writing skills (including report writing)
- Good communication skills
- Good teamwork skills
