NSA is recruiting an Executive: Finance and Administration (m/f), to be based in Windhoek, Namibia.
Description
  • The Namibia Statistics Agency (NSA) was established in terms of the Statistics Act No. 9 of 2011. The Agency is mandated, amongst others, to constitute the central statistical authority of the State and to collect, produce, analyze and disseminate official statistics and spatial data in Namibia
  • Reporting to the Statistician-General the incumbent is ultimately responsible for the accuracy, completeness, and timeliness of the organization’s financial reporting as well as the managing of the Administration function of the NSA. The incumbent helps direct the organization’s financial and administration goals and objectives, its budget, and the financial plan, and has primary responsibility for ensuring that internal controls are in place, enforced, and reviewed periodically for conformance to accounting and financial standards and applicable regulations
  • Reporting to the Statistician-General the incumbent is ultimately responsible: To strategically plan, direct, manage and coordinate all the functions under the Finance and Administration Department which comprise of Finance, Management Accounting, Procurement, Logistics and Administration in alignment with NSA’s Strategic Objectives. To participate in the development of NSA’s Strategic and Annual Plans with special focus on financial forecasting, budgeting, and financial control system development
Duties
  • Provide a timely and accurate flow of financial and other operational information necessary for strategic decision making
  • Monitor and evaluate the adequacy and effectiveness of internal controls, governance and risk management of all business processes
  • Enforce all relevant Corporate Governance measures in the Agency’s financial decisions
  • As a member of the Agency’s senior executive team, attend all EXCO meetings and advise all functional heads on procurement, budgeting, accounting, analysis, financial reporting, cash management, and other duties as delegated by the Statistician-General from time to time
  • Attend the NSA’s Procurement Committee meetings and provide the relevant advice and guidance to ensure compliance with the Public Procurement Act and the Agency’s budget
  • Monitor and advise the Statistician-General and the senior executive team on the Agency’s cash flow monthly
  • Forecast the short and medium term financial needs of the Agency with specific reference to upcoming Population & Housing Census
  • Oversee the compilation of financial statements and ensure the provision of timeous, accurate and relevant financial information
  • Manage and maintain relations with third parties including banks, line ministry, Ministry of Finance, etc.
  • Compile board submissions, and attend all Finance & Audit Board Committee meetings
  • Attend Board meetings on request and advise the Board on all current financial matters of the Agency
  • Oversee and review daily accounting processes
  • Prepare the NSA for the annual audit
  • Oversee and manage the Administration & Logistics Division
  • Supervise departmental employees
  • Manage the administration of the organization’s bank accounts and the implementation of the budget
  • Provide input into the development of the Agency’s five-year strategy and annual business plan
Requisites
  • Knowledge of compliance and governance issues within a public funded organization
  • Sound knowledge of the Public Procurement Act and Regulations
  • Highly motivated strategic thinker and self-starter
  • High level of emotional and social intelligence
  • Language and communication skills:
  • Must be fluent in English and able to communicate with internal and external stakeholders
  • Ability to effectively communicate (verbal, written, presentation and listening) with and directly influence a broad spectrum of key partners, and stakeholders, both internally and externally

  • Competence in the use of Microsoft Office and relevant Financial Management/Accounting software for desktop purposes
  • Added advantages:
  • Knowledge of- and experience in Business Process mapping
  • Experience in leading the Strategic Planning Processes
  • Experience in HR management of a very large number of fixed-term employees during surveys/censuses
  • Knowledge and experience of the Balanced Scorecard concept
