DBN is recruiting a Chief Financial Officer, to be based in Windhoek, Namibia.
Description
- Reporting directly to the Chief Executive Officer, the Chief Financial Officer (CFO) is a key leadership position responsible for overseeing and enhancing the financial performance of the bank
- This multifaceted role encompasses financial reporting, forecasting, planning, control processes, and the provision of expert financial guidance for strategic projects and transactions
- Additionally, the CFO will lead and direct the functions of our Procurement Management Unit (PMU), optimizing service delivery effectiveness, and ensuring compliance with relevant legislative frameworks
Duties
- Key Performance Areas Strategic Definition, Formulation of Plans, and Executive Liaison:
- Devise strategies, implementation plans, and financial budgets for managing finances, funding, and risk, in alignment with the corporate strategy and business plans, with the goal of attaining specified targets or financial objectives for both the department and the entire Bank
- Evaluate and analyze the impact of fund costs in relation to investment pricing, taking into account both risk and return on investment factors
- Create financial modeling and scenario evaluation tools to precisely project financial outcomes based on these variables, facilitating informed business decision-making
- Recognize and establish suitable funding methods, taking into consideration risk and cost of funds across different potential categories
- Develop funding sources that are tailored to align more closely with DBN’s total loans and investment strategy
- Implement strategies to promote awareness and training users on the Procurement policy, processes and procedures in order to optimize compliance. Identify risks and areas of non-compliance and implement policies and procedures to control, mitigate and eliminate the risks pertaining to the procurement management function
- Operational, Implementation Management, and Business Efficiency:
- Establish policies and procedures in critical areas of financial management, funding, risk management, including legal requirements, e.g. IFRS and GAAP, that will govern total process management and ensure professionalism, uniformity and consistency of operations management as well as adequate control over consequences of financial actions
- Develop the investment vehicles that will be suited for investments of excess funds considering the loan deployment plans of operations as well as the mix of return and type of investments in terms of time periods involved
- Develop the appropriate financial accounting approaches for DBN and manage the function via the senior accountant against requirements
- Develop and institute the appropriate management accounting system for DBN that will allow costing, analysis of ratios and budgetary control, forecasting and management through management accountant
- Develop and provide reports and relevant MIS as well as complementary advice on financial, funding, investment and risk matters to aide decision making around these areas in other business functions
- Develop and implement financial efficiency measures, monitor these regularly and take remedial steps in case of decline against benchmarks
- Institute professional internal management practices in terms of departmental administration, filing and confidentiality and meeting/time utilisation
- Leadership and Direction:
- Act as catalyst in cultivating and shaping a company culture that aligns seamlessly with the DBN’s mandate and values
- Cultivate an environment of ownership and buy-in among team members to drive the achievement of performance delivery objectives within the finance and administration department
- Prioritize employee development and retention to ensure the successful functioning of the department
Requisites
- Education, Experience and Skills:
- Must be a qualified and registered Chartered Accountant
- A minimum of 10 years’ experience in banking or accounting environment as a CA, of which at least 3 years are at Senior Management level
- Exceptional leadership and managerial skills
- Excellent analytical, innovative and strategic thinking skills
- Have strong logical reasoning ability at a strategic level, attentive to detail but not detail bound
- Be systematic and able to look at solutions conceptually as well as from a practical perspective
- Expert level of knowledge in sustainable management accounting, financial management, financial markets, audit and assurance and taxation
- Excellent communication and presentation skills developed at and appropriate at the strategic level
- Sound understanding of governance, risk and control
- Sound stakeholder relationship management skills
- A high level of emotional intelligence
- A keen awareness of the organisational dynamics
