NSA is recruiting a Statistician: Sampling, in Windhoek, Namibia.
Description
- The Namibia Statistics Agency (NSA) was established in terms of the Statistics Act No. 9 of 2011. The Agency is mandated, amongst others, to constitute the central statistical authority of the State and to collect, produce, analyse, and disseminate official statistics in Namibia
- Reporting to: Senior Sampling Statistician
Duties
- To assist the Senior Sampling Statistician in the provision of the professional sampling and survey planning, support, and coordination services
- To refine appropriate survey methods and sampling procedures, especially the household survey programme
- To compile training and field operations manuals
- To coordinate and monitor field operations as assigned
- To prepare survey technical reports
- Key Performance Areas:
- Consult on sample frame development, capability, and clustering methods
- Partake in the preparations of sampling and surveying cycles
- Consult on the scope and user requirements for sampling and survey services at regional level
- Monitor programme implementation via regional offices and provide technical assistance
- Liaise with statistical user sections who use sampling and surveying work and with the regional staff
- Develop service processes that enable the provision of ad hoc sampling and survey services as they may arise at any stage during the year
- Provides input into the preparation of training manuals for standard and recurring sampling and surveying approaches/ methods and trains staff
- Provides technical support and training to NSA employees and the National Statistical System in relation to the design of sampling and survey methods / approaches
- Provides timely sampling support to the National Statistics System (NSS) as required and when the need arises
- Develop the sampling manuals/sections and methodologies in line with international standandards and best practices
- Assist with the evaluation of survey data in relation to sampling aspects to ensure the quality of the data
- Provide technical support and training to Namibia Statistics departments and National Statistics System
- To prepare sampling technical reports for various surveys
- Contribute to sample frame development and perform sample frame analysis in consultation with the GIS services
- Perform desk reviews, providing ad hoc sampling and survey services, offering technical assistance to the National Statistics System in terms of sample design and analysing reports
Requisites
- Educational Qualifications and Job Experience Requirements:
- A Bachelor of Science in Statistics, Applied Mathematics, or equivalent in similar areas. (NQF level 7)
- An Honours degree in those areas will be an added advantage
- Minimum of one (1) year work related experience within a statistical environment
- Specific Competencies:
- Understanding of major statistical methods applicable to a professional Statistician, especially sampling, surveying, and related methods.
- Understanding in inferential Statistics
- Understanding of inductive and deductive statistics
- Understanding of the International statistics standards and practices
- Proficiency in Microsoft as well as quantitative analysis software packages such as Statistical Package for Social Scientist (SPSS), STATA, CSPRO and ‘R”
- Well-developed analytical and systematic thinking skills
- Sound English communication skills- written and verbal
- Understanding of systems and its use in sampling and surveying methods
- Knowledge of National Statistics System
