- DEPUTY DIRECTOR- DIGITAL PAYMENTS OVERSIGHT, LICENSING & POLICY RESEARCH: NATIONAL PAYMENT SYSTEM

Duties
- Manage the execution of all off-site and on-site oversight activities (payments & VA service providers, FMIs, Operators, etc) of all regulated institutions with high quality assurance in line with the Bank’s Policy Framework
- Oversee the operations of PAN in terms of the Payment System Management Act and the Memorandum of Understanding
- Coordinate the identification, prioritisation and execution of research related to payment system and virtual assets policy.
- Manage the execution of licensing of all payment service providers, system operators, system participation and virtual asset service provider applications to the Bank in terms of the PSM Act, the Virtual
- Asset Act and the accompanying sub-regulations and procedures
- Oversee the execution of payment system simulations and stress testing in line with the approved simulation framework.
- Act as a catalyst to facilitate the reform of payment systems in Namibia as assigned by the Management
- Participate and contribute to regional payment system initiatives, programs and strategies as guided by Management
- Manage routine activities on a daily basis and attend to ad hoc activities as assigned by the Director as and when required
Requisites
- Masters Degree or equivalent qualification in Law/ Banking and Finance/ Informatics/ Economics
- Relevant Payment Systems Training will be a distinct advantage
- Advanced Management Development Program/ Agile Leadership development
- 8 years broad based Payment System related experience inclusive of experience in payment systems supervision, and digital & instant payments technical ecosystems, of which at least 3 years should be supervisory experience
- Knowledge & Skills:
- Bank of Namibia regulatory environment (Payment System Management Act, Banking Institutions Act, Bank of Namibia Act, Exchange Control Act, Virtual Assets Act, Financial Intelligence Act)
- National Payment System (Clearing, Payment, and Settlement Systems)
- International standards i.e. Principles for Financial Market Infrastructures
- Payments aspects of Financial Inclusion
- Good building and maintaining relationships skills
