- SENIOR ANALYST- NPS AND VIRTUAL ASSETS REGULATIONS & LICENSING: NATIONAL PAYMENT SYSTEM AND EXCHANGE CONTROL

Duties
- Conduct legal research and draft submissions proposing new
developments to the payment systems and virtual assets legal and
regulatory frameworks in response to the evolution of the National Payment System on an annual basis
- This extends to drafting the desired legal framework
- Provide legal and technical interpretation of the provisions of payment systems and virtual asset legislation to internal and external stakeholders in the form of written or verbal legal assessments and opinions for the Department as and when required
- Receive, log, and assess all regulatory applications for licensing, approval, endorsements, dispensations, and exemptions from new applicants and the regulated populous
- This includes applications from participants within the national payment system and virtual assets, token issuers and virtual asset service providers
- Understand applicant business models and draft assessment reports for consideration by supervisor regarding the outcomes of all applications and statutory approvals and exemptions in terms of the Payment System Management Act and the Virtual Assets Act
- Assess and draft recommendations on the appropriate course of action to address incidences of non-compliance with payment systems legislation and the Virtual Assets Act by applying the stipulated remedial measures as and when such incidents occur
• Serve on industry forums/PCHs and other as alternate to the main member and provide immediate feedback on meeting outcomes and execute all relevant activities emanating from such forum meetings to ensure timely feedback required from the Bank is provided to the industry
- Coordinate meetings between domestic and international authorities to cooperate and coordinate with each other, to foster efficient and effective communication, information sharing, and consultation to support each other as appropriate in fulfilling respective mandates in the Virtual Assets Act, 10 of 2023, and to encourage consistency of regulatory and supervisory outcomes
• Attend to any Ad-hoc activities and all operational matters including risk and audit findings of the section on a daily basis
Requisites
- Minimum Degree or equivalent qualification in law/banking/Accounting/ IT Audit
- At least 2 years’ experience in the banking of financial sector
- Experience and understanding of Virtual Asset and Token Issuers ecosystem
- Exposure to banking and payments law environments will be an advantage
- Knowledge and Skills:
- Bank of Namibia regulatory environment (Payment System Management Act, Banking Institutions Act, Bank of Namibia Act, Exchange Control Act, Virtual Asset Act, Financial Intelligence Act)
- National Payment System (Clearing, Payment, and Settlement Systems)
- International standards i.e. Financial Markets Infrastructure Principles; Oversight Principles; and all payment systems related regulations
- Blockchain, virtual assets and exchanges
- Legal Research and Analytical skills
- Writing and Presentation skills
- Policy development skills
- Persuasiveness skills
- Bank business acumen
