NAMFISA is recruiting a Policy Advisor: Capital Markets & Collective Investment Schemes, in Windhoek, Namibia.
Description
  • The position reports to the General Manager: Research, Policy & Statistics
  • The purpose of this job is to conduct research and subsequently formulate and recommend policy for the Capital Markets and Collective Investment Schemes, provide internal consulting on all regulated industries, and provide input on policy issues on all regulated industries
Duties
  • Produce in-depth research on Capital Markets and Collective Investment Schemes
  • Ensure that the Authority’s regulatory and supervisory approach is consistent with international standards
  • Participate in developing a process for policy formulation, design, implementation and monitoring
  • Formulate and draft in layman’s language/form (new) subordinate legislations and amendments to existing legislation on relevant financial services
  • Participate in producing comprehensive and relevant quarterly statistical bulletin, annual report and other publications (including periodic board reports, divisional risk register reviews)
  • Participate in the design and implementation of an effective macro prudential surveillance framework across the financial sector, a focus on Capital Markets & Collective Investment Schemes
  • Maintain a professional relationship with industry as well as any other stakeholders
  • Provide relevant advice and maintain relationships with the Ministry of Finance, fellow regulators and Capital Markets & Collective Investment Schemes Advisory Committees
  • Assist the division in developing internal policies and procedures with a view to ensuring efficiency and effectiveness
  • Peer reviews on standards, position papers, policies, etc
  • Preparation and drafting of speeches and presentations
  • Human Resources Management
Requisites
  • Qualifications and Experience:
  • Master’s degree in Finance, Investments, Risk, Regulation or related field
  • Ten (10) years’ experience of which three (3) years should have been at supervisory capacity within the non-banking financial sector
  • OR
  • Bachelor’s degree in Finance, Investments, Risk, Regulation or related field
  • Minimum of twelve (12) years’ experience of which three (3) years should have been at supervisory capacity within the non-banking financial sector
  • AND
  • Significant exposure to Investments, Capital Markets and experience in policy formulation and implementation, and/or drafting of laws and regulations
  • Professional qualification in finance, risk, financial analysis, policy and/or legal will be an advantage
  • Knowledge Of:
