- IntraHealth is seeking a Quality Management (QM) Lead for the upcoming CDC/Namibia Comprehensive, Integrated high quality community and facility-based HIV and Tuberculosis (TB) services project. The project goal is to support the acceleration and maintenance of sustainable high quality, comprehensive community and facility-based HIV and TB services to achieve and sustain 95-95-95 targets and epidemic control in Namibia under the U.S. President's Emergency Plan for AIDS Relief (PEPFAR)
- The Quality Management (QM) Lead is a key member of the upcoming CDC funded HIV/TB Namibia project. The QM Lead will provide overall technical leadership and programmatic guidance for the quality improvement (QI) strategy and its implementation within the project and technical assistance on the use of service delivery and health workforce data to plan, track and improve quality of care across the HIV care and treatment cascade and TB services in Namibia
- In addition, this position will provide technical assistance and strengthen capacity of the national and decentralized level of the Ministry of Health and Social Services (MHSS) and relevant stakeholders to operationalize MHSS QM strategic plan, strengthen the implementation and institutionalization of QI systems, and build in-service capacity for health workers to effectively use data in their continuous QI processes
- This position reports to the Project Director and is contingent upon award and approval by CDC
Duties
- In collaboration with MHSS, provide technical leadership and guidance in the design, implementation, and evaluation of HIV/TB services continuous quality improvement (CQI) initiatives and ensures adherence to the QI standards by trained health workers
- Working closely with the Service Delivery Manager, and MHSS staff at regions, district and facility level to ensure the implementation of CQI strategies within the Project supported facilities, based on gaps identified through use of programmatic data
- In consultation with the MHSS, lead and support the implementation of a national MHSS QM strategic plan and operationalization guidelines within the project supported areas
- Enhance the capacity of project staff to provide technical assistance for HIV/TB services CQI interventions in supported facilities and strengthen the capacity of regional and district health management team to standardize and support sustainable CQI interventions
- Strengthen the capacity of the MHSS at the national and project supported districts to provide high quality HIV/AIDs/ TB services and high impact in service, on the job and mentoring support to health workers and managers
- Collaborate between the QA Division and the HIS team to develop databases and dashboards for facilities, regions and nationally to monitor the quality of care, in HIV/AIDS/TB, using the indicators in the Namibian standards, PEPFAR indicators, and the interoperable HIS database
- Lead and support the institutionalization of CQI culture within the project team and supported health facilities
- Ensure full implementation of clinical mentoring activities in supported regions/districts
- Coordinate with other QI partners in Namibia to harmonize QI approaches
- Build capacity at all levels of the MHSS in translating HIS data into program improvement using systematic QI activities
- Adapt and develop QI and HIS data for decision-making training materials and SOPs for in-service training of program managers and health workers in collaboration with national and regional health training centers, UNAM, and NUST
- Contribute to annual work planning, budgeting, and regular reporting and documentation of best practices for the project
Requisites
- Graduate degree in a relevant field such as public health, nursing, medical degree, international development, etc
- 8 years of experience working in QI of health service delivery in Namibia with deep knowledge of Namibian health system, in particular the MHSSDemonstrated ability and minimum 5 years experience in the development and provision of HIV/TB clinical training, performance improvement, quality improvement, and clinical mentoring
- Expertise in implementing quality assurance systems for HIV/AIDS or TB interventions and in adult learning and training methodologies will be an added advantage
- Sound knowledge of HIV/TB prevention, care and treatment cascade
- Proven ability to lead teams using a stakeholder consensus building approach with key stakeholders to improve the quality of facility and community-level services
- Preferred work experience with USAID or CDC in Namibia as an implementing partner
- Proven leader with strong English written and communication skills
- Ability to analyze and interpret health information data using Excel, SAS, SPSS or other software programs
- Must be a Namibian citizen/permanent resident
