Abt Associates is recruiting a Public Financial Management Advisor, Namibia LHSS (m/f), to be based in Windhoek, Namibia.
Description
  • Abt Associates seeks a qualified Public Financial Management (PFM) Advisor for the upcoming USAID-funded Local Health System Sustainability (LHSS) Namibia Activity. In Namibia, the LHSS project will support the Ministry of Health and Social Services (MOHSS) and other stakeholders to advance holistic, long-term sustainability planning. The LHSS Namibia Activity will work with stakeholders to raise the profile of health financing and human resources for health (HRH) in the MOHSS and across the Government of the Republic of Namibia (GRN); revitalize technical working groups and multisectoral platforms; and strengthen the MOHSS’s capacity to use evidence to prioritize investments. Key areas of technical support to the MOHSS and GRN stakeholders include benefits packaged design and costing, resource allocation, health priority setting, and private sector engagement
  • The PFM Advisor will be embedded in the MOHSS Policy and Planning Directorate in Namibia and will work in close collaboration with the MOHSS Directorate of Finance and Logistics as well as the Ministry of Finance
Duties
  • The PFM Advisor will have the following duties and responsibilities:
  • The PFM Advisor will be embedded within the MOHSS to provide operational support for the implementation of health financing reforms for universal health coverage (UHC)
  • He/she will work in close collaboration with the Policy and Planning Directorate, the Directorate of Finance and Logistics and the Ministry of Finance to design and coordinate the implementation of health financing reforms for improved allocation and management of resources for health
  • The PFM advisor will be responsible for the strengthening of MOHSS capacity in the use of data for evidence-based decision-making, program-based budgeting, equitable and efficient allocation of resources and management of private sector contracts
  • He/she will support the design and implementation of systems and processes to improve the MOHSS budgeting processes for more effective and equitable allocation of resources, and to ensure comprehensive and evidence-based program-based budgeting
  • He/she will work with the MOHSS to develop policies, processes, guidelines and tools for the effective identification, assessment, negotiation and management of contracts with private sector organizations
  • He/she will also facilitate effective coordination and communication with other key stakeholders, such as USAID, ensuring alignment on key issues relating to sustainability planning
Requisites
  • The PFM Advisor is expected to have the following qualifications and experience:
  • Master's Degree (minimum) in Finance, Business Administration, Economics, Public Financial Management or other relevant field
  • At least 8 years of relevant professional experience in managing progressively complex public financial management programs, preferably in the health sector. Experience in working with USAID programs is preferred (but not required)
  • Recognized expertise in public financial management, with demonstrated success in strengthening public financial management systems and implementing financing reforms
  • Proven track record of working effectively with government counterparts at various levels, ideally in Southern Africa. Experience in Namibia is preferred Substantial low-and middle-income country experience, combining health systems strengthening and broad competencies in health financing, capacity strengthening, and other functions (preferred)
  • Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary, multicultural teams
  • Ability to establish and maintain effective working relationships with USAID, Global Fund, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies
  • Minimum Qualifications:
  • Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
