CRAN is recruiting a Manager: Access to Information (m/f), to be based in Windhoek, Namibia.
Description
  • The Manager: Access to Information has the primary purpose to promote a positive image of the Authority through the establishment and management of close liaison with the media and key stakeholders to ensure that stakeholders are aware of and understand the functions of the Authority. The incumbent has the responsibility of appraising the Authority’s Executive Management and staff on various developments taking place in the sector and to provide advise on how to react to such developments. The position reports to the Executive: Communications and Consumer Relations
Duties
Corporate Communications
  • Manages the relationship between the Authority and the media and other stakeholders by handling enquiries
  • Collaborates with the Executive: Communications and Consumer Relations to create and implement communications strategies, plans and programmes
  • Manages the production of all external and internal reports to maintain and enhance a positive image of CRAN and its brand
  • Manages the production and dissemination of the annual reports by facilitating the internal process amongst the Board and senior colleagues, as well as coordinating external service providers to ensure timeous delivery of the report. In addition, ensures statutory compliance of the report as per the requirements of the Communications Act
  • Facilitates and manages the production and layout of internal and external publications
  • Ensures the effective communication of policies, regulations, directives, and decisions of CRAN to licensees and the public, using various effective mediums
  • Analyses media coverage and designs mechanism to maintain a positive image of the Authority
Corporate Identity
  • Ensures that the Corporate Identity manual remains relevant and kept up to date
  • Ensures articulation of CRAN’s desired image and position internally and externally; and Co-ordinates activities that ensure that CRAN’s mission, vision and values are practiced throughout the organization
  • Corporate Social Responsibility (Universal Service and Access and Public Education) Develops and manages consumer education and awareness campaigns that enhance the image of CRAN
  • Coordinates the implementation of special projects, educational and public awareness campaigns, and corporate social responsibility initiatives of the Authority
  • Access to Information Act/Information Officer Role
  • Manages the process of drafting, developing, compiling and disseminating the Implementation Plan for the Access to Information Act
  • Manages the reporting on the Implementation Plan for the Access to Information Act to relevant stakeholders
  • Assists and manages with drafting, developing, compiling, disseminating and publishing of the Information Manual for the Access to Information Act within 24 months of commencement of the Act
  • Manages the drafting, developing, compiling, dissemination, and publishing of the Annual Report for the Access to Information Act
  • Manages the drafting, developing, compiling, disseminating and publishing of the Information Publication Plan for the Access to Information Act
  • Assists in the management of all referrals of requests for information in accordance with the Access to Information Act
  • Serves as the Deputy Information Officer for the Authority for the Access to Information Act requirements
Requisites
  • A relevant Bachelor’s Degree in Communications, Media, Journalism, and/or Public Relations
  • Management Development Programme (MDP)
  • Professional Registration: PRISA will be an added advantage
  • Five (5) years relevant experience in Communications, Media, Journalism and/or Public Relations, plus two (2) years Supervisory/Managerial experience
  • Excellent communication skills
  • Shortlisted candidates will be required to submit proof of Namibian Police clearance
